William Kiernan

William Kiernan is the dean of UMass Boston’s School for Global Inclusion and Social Development. For the past 40 years, Kiernan has served in a variety of capacities at the Institute for Community Inclusion, as well as a senior staff member of Boston Children’s Hospital. He has been a member of the UMass Boston faculty for more than 20 years.

Kiernan has served as an international consultant in seven countries in the development of adult service systems for people with disabilities, and has provided training and technical assistance in more than 45 states. He is the author of more than 130 articles and reports in the field of disabilities, covering topics such as transition from high school to adult life, employment, public policy development, workforce development, and systemic change.

Kiernan has been a member of several national boards, and has served as the president of the American Association on Intellectual and Developmental Disabilities, as well as the president of the Association of University Centers on Disabilities.

In addition to holding a PhD in rehabilitation and special education from Boston College and a master’s in rehabilitation counseling from Boston University, Kiernan holds a Master of Business Administration with a concentration in health care management from Boston University.

Economic Engagement: An Avenue to Employment for Individuals with Disabilities

This report summarizes the findings of a panel of experts convened by Centers for Medicare and Medicaid Services (CMS) and charged with identifying key strategies that would support increased workforce participation by persons with disabilities served and supported through state-based Medicaid Buy-In programs.
